Can Japanese Beauty Brands Sell on TikTok Shop US Without a US Entity? | Z MEDIA

Short answer: not officially, not yet. TikTok has not built a Japan version of the cross-border programme it launched for Korea, so there is no direct, TikTok-run shortcut for J-beauty brands into the US today. The good news is you do not need to wait for one. A Merchant of Record can get you selling on TikTok Shop US right now, without a US entity, and J-beauty's moment on the platform looks like it is just getting started.

Can Japanese beauty brands sell on TikTok Shop US without a US entity?

Not through TikTok directly, no. If you are searching this because you read about Korean brands getting a special route into US TikTok Shop and assumed Japan would have the same deal, you are ahead of the market, not behind it.

As of July 2026, TikTok has not announced a dedicated Japan-US cross-border programme. Japan TikTok Shop is live and well established domestically, in fact Japan was TikTok Shop's first East Asian market. But domestic Japan access and cross-border access into the US are two different systems, and TikTok has only built the bridge for one country so far: Korea.

That means a Japanese beauty brand cannot currently walk through an official TikTok-built process to sell into US TikTok Shop using only a Japanese entity. The workaround, which we will get to, does not involve TikTok building anything new. It involves a Merchant of Record standing between your Japanese business and the US market.

What Korea got, and why Japan hasn't (yet)

In May 2025, TikTok launched a Korea-US Cross-Border solution. It let Korean businesses join US TikTok Shop using only a Korean entity, a Korean passport, a Korean address, a virtual bank account and a US-capable third-party logistics provider. No US company. No US bank account. TikTok built the rail, and Korean sellers, K-beauty brands prominent among them, used it to get into the US market fast.

That programme matters here for one reason: it proves TikTok is willing to build country-specific cross-border infrastructure when a market is strategically important enough. Korea got picked first, and K-beauty's existing momentum in the US and UK was almost certainly part of that calculus.

Japan has not had its turn yet. There is no announced timeline, no beta, no signal from TikTok's public statements that a Japan-US equivalent is imminent. It is plausible one follows, TikTok Shop clearly likes replicating what works, and Japan is a large, TikTok-active beauty market. But plausible is not the same as scheduled, and brands trying to plan a US launch around a rumour of an announcement are planning around nothing.

The honest takeaway: if you are waiting for TikTok to build you a Japan version of the Korea programme, you have no visibility into when, or if, that arrives. Brands that want to be in-market now need a different route.

The workaround that already works: Merchant of Record

This is the part most searches on this topic miss. You do not need TikTok to build you a bespoke cross-border rail to get the same outcome Korean sellers get. A Merchant of Record already does this, for any market, today.

A Merchant of Record like CRSSBRDR sits legally between your Japanese brand and the US (or UK) TikTok Shop market. It becomes the entity of record for tax, VAT, customs and compliance purposes, so your business never has to incorporate locally. Practically, that means:

  • No US entity formation. CRSSBRDR is built by a licensed accountant specifically to solve this problem, and is a founding TikTok Shop Partner agency, so the compliance layer is not bolted on, it is the core product.

  • Tax and VAT handled end to end. Import duties, sales tax obligations and the paperwork that normally stalls cross-border launches for months are managed for you.

  • Fulfilment sorted. Getting product physically into the US (or UK) and shipped to customers on TikTok Shop timelines is part of the service, not a separate problem you solve afterwards.

The result is functionally identical to what Korean sellers get through TikTok's own programme, minus the wait for TikTok to build it. This is the single most useful fact for a J-beauty export lead reading this today: the market entry problem is already solved, it is just solved by a specialist partner rather than by TikTok's product team.

Why now is still the right moment for J-beauty

Here is the part that should make this decision easier rather than harder. Even without an official TikTok programme, the timing case for J-beauty on TikTok Shop US is strong.

J-beauty is an organic, fast-growing trend on the platform right now. Japanese skincare content, "J-beauty" as a search term, and categories like serums, cleansers, face masks and hair oils are all trending upward on TikTok, driven by creators and consumers, not by any platform push. That is demand TikTok did not manufacture and cannot easily manufacture for a category it does not favour.

TikTok has not launched a dedicated official "J-beauty" category or vertical yet. For a brand thinking about first-mover positioning, that is not a gap, it is whitespace. K-beauty already has a crowded, mature TikTok Shop presence. J-beauty does not, yet.

The clearest way to picture where this goes is to look at what K-beauty did in the UK. TikTok Shop UK became the UK's fourth largest beauty retailer after 60% year-on-year growth. K-beauty search interest on the platform surged 125%. The hashtag #kbeauty became the third most used beauty hashtag in the UK. Brands like Medicube, Beauty of Joseon and BIOHEAL BOH went from niche imports to shelf-adjacent household names, largely on the back of platform-driven discovery rather than traditional retail distribution.

Nobody can promise J-beauty repeats that exact curve. But the mechanics that produced it, an underserved category with genuine product quality meeting an algorithm built to surface exactly that kind of discovery moment, are present for J-beauty right now. Brands that move while the category is still whitespace get a different kind of launch to brands that arrive after the space is crowded.

What you need to get right

Getting the entity problem solved is necessary but not sufficient. A handful of practical things separate a J-beauty brand that breaks through from one that launches quietly and stalls.

US compliance and labelling. Cosmetics regulation in the US differs from Japan's on ingredient disclosure, labelling format and claims you are allowed to make on packaging and in content. This is not a formality, it is one of the most common reasons cross-border launches get delayed or products get flagged.

Logistics via a US-capable 3PL. TikTok Shop US runs on tight fulfilment expectations. A third-party logistics partner that already understands TikTok Shop's shipping windows and return processes is not optional infrastructure, it is table stakes.

Content and creator strategy built for the platform. TikTok Shop is not a storefront you point traffic at, it is a discovery engine that rewards native, creator-led content. A J-beauty brand's routine-and-ritual storytelling actually suits this format well, but it has to be built for TikTok specifically, not repurposed from Instagram or a Japanese domestic campaign.

Affiliate economics that make sense for creators. Commission structures, sample seeding and creator incentives need to be competitive enough to get product in front of the right creators early, particularly while the category is still uncrowded and creators are looking for something new to talk about.

Common mistakes to avoid

  1. Assuming Japan will automatically get the same deal as Korea, on the same timeline. There is no announced Japan-US programme. Planning a launch date around one is planning around a guess.

  2. Waiting for an official TikTok programme instead of using a Merchant of Record now. The Korea programme took time to arrive. A Merchant of Record solves the entity problem today, with no waiting required.

  3. Underestimating US compliance and labelling differences. Ingredient lists, claims and packaging rules that pass in Japan do not automatically pass in the US.

  4. Underbudgeting content. TikTok Shop performance is driven by creator content volume and quality, not by listing products and hoping. Brands that treat content as an afterthought get afterthought results.

  5. Treating TikTok Shop as a side channel. The brands winning on the platform run it as a core growth channel with dedicated strategy, not as a bolt-on to existing US retail or Amazon operations.

Your 3 options

Option 1: Learn to run it in-house with TokShopOS. If you want to build the internal capability to run TikTok Shop yourselves, TokShopOS gives you the playbooks and SOPs built across $100M+ in GMV, so you are not guessing at a process others have already solved.

Option 2: Use a Merchant of Record like CRSSBRDR. If the entity and compliance problem is what is stopping you from launching, CRSSBRDR gets you live in the US or UK without forming a local entity, handling VAT, customs, compliance and fulfilment end to end.

Option 3: Run it with an embedded agency partner like Z MEDIA. If you want the launch handled and stabilised by people who have done this 300+ times, Z MEDIA runs full-service TikTok Shop growth from £5k a month.

The smartest brands often combine all three: CRSSBRDR to handle compliance and get live, Z MEDIA to launch and stabilise performance, and TokShopOS to bring it in-house once the model is proven.

Frequently Asked Questions

Does Japan have a cross-border deal with TikTok like Korea does?
No. TikTok launched a Korea-US Cross-Border solution in May 2025, but as of July 2026 it has not announced an equivalent programme for Japan. There is no confirmed timeline for one.

Do I need a US company to sell on TikTok Shop?
Not necessarily. TikTok's own cross-border programme currently only covers Korea. For every other market, including Japan, the practical route to selling on US TikTok Shop without forming a US entity is a Merchant of Record.

What is a Merchant of Record?
A Merchant of Record is a company that becomes the legal seller of record on your behalf in a target market, handling tax, VAT, customs and compliance so you do not need to incorporate locally. CRSSBRDR is a Merchant of Record built specifically for TikTok Shop, by a licensed accountant and founding TikTok Shop Partner agency.

Is TikTok Shop live in Japan?
Yes. TikTok Shop is already live domestically in Japan and was TikTok Shop's first East Asian market. Domestic access in Japan is separate from cross-border access into the US market.

What products sell best for J-beauty on TikTok Shop?
Skincare categories are leading the organic trend, particularly serums, cleansers, face masks and hair oils. These categories suit TikTok's routine-and-ritual content style well.

Is there an official J-beauty category on TikTok Shop?
Not yet. J-beauty is trending organically through search terms and creator content, but TikTok has not launched a dedicated official category or vertical for it, unlike more established beauty subcategories.

How does K-beauty's success on TikTok Shop UK relate to J-beauty's prospects?
K-beauty's UK trajectory, including TikTok Shop UK becoming the UK's fourth largest beauty retailer after 60% year-on-year growth, shows what platform-driven discovery can do for an Asian beauty category. It is a useful roadmap for J-beauty, though results are never guaranteed to repeat.

Should I wait for a Japan-US TikTok programme before launching?
No. A Merchant of Record already achieves the same practical outcome today, without needing to wait for TikTok to build bespoke infrastructure for Japan.
